abstract = {La seguridad en las ciudades constituye un tema decisivo para la popularidad de los gobernantes locales, más aún cuando influye en la garantía de derechos y libertades de la población, desde la perspectiva de la securitización. A partir de un análisis comparativo de discurso de la política pública, así como descriptivo en términos de las cifras de los delitos de alto impacto, se propone una reflexión que permite el contraste entre las bases del Plan Integral de Seguridad y Convivencia Ciudadana (Piscc) de la alcaldía de Claudia López (2020-2023) y lo propuesto por Carlos Fernando Galán (2024-2027) —reflejado en el capítulo de seguridad del Plan de Desarrollo Distrital—. La intención es aportar al debate sobre continuidad y cambio entre ambas propuestas de gobierno.



Dicha revisión, precedida por una corta caracterización del crimen en la ciudad entre 2016 y 2024, describe de manera breve la ciudad que dejó Enrique Peñalosa (2016-2019). Lo anterior, en busca de evidenciar, desde una perspectiva comparada, la respuesta del gobierno López a las necesidades de seguridad de la ciudad que recibió en enero de 2020 con respecto al entorno cambiante y dinámico de la criminalidad, así como la propuesta y las primeras acciones de Galán frente a la Bogotá que recibe.



Finalmente, con base en estos hallazgos, se establecerán una serie de conclusiones y recomendaciones, teniendo como referente el panorama contemporáneo de las amenazas y los desafíos que enfrenta la capital en esta temática.},
